On 1 July the decree took effect to allow UTE to purchase electricity generated by any particular enterprise on renewable sources. But for now the technology costs are not attractive. To develop the domestic industry of renewable energy tax exemptions for import and incentives to the domestic industry are needed. The government is adjusting the regulatory framework and providing tax benefits and other measures.
UTE adviser, Fernando Boions, explained how much energy can a family generate with a home windmill. "The usual would be for a family to use generator of 1 kilowatt, 1,5 kilowatt or 2 kilowatts. Assuming a utilization factor of 30%, and taking into account the hours of day and days of the month, making a very simple account, a 1.5 kilowatt would be producing some 300 kilowatt/hours. This means that a generator of this size could be covering a standard Uruguayan family consumption" he said.
However, the president of the Uruguayan Association of Wind Energy, Eduardo Abeni, recognizes that current costs of technology are not yet attractive for people to tip the wind energy microgeneration. "If you do your numbers, you won't do it. At this point, we are barely standing in the doorway of all this, there's no need to rush to do it. But in a couple of months, maybe end of year, we will be at numbers that will make people feel like investing. It is a figure that will surely go in the 10,000 dollars or less to have a zero electricity bill" he said.

Uruguay finished the World Cup with in style, playing cleanly and at the highest level. They finished in Fourth place after losing 3–2 on Saturday to Germany, but no one can dismiss what Uruguay did in this World Cup, nor what they earned: glory and respect.
The match could have easily ended very differently. A free kick by Diego Forlán bounced off the crosspiece, avoiding a 3-3 tie and overtime at a time when Uruguay was dominating the game. An error by forward Fernando Muslera and another by a defense weakened by injuries allowed the Germans to score their second and third goal at a time when Uruguay held a 2-1 lead.
After the Finals yesterday, where Spain beat The Netherlands 1-0, the FIFA announced that forward Diego Forlán had been named the top player of the 2010 World Cup, winning the Golden Ball. He scored 5 goals during the World Cup, receiving 23.4% of the votes, while center Wesley Sneijder from The Netherlands received 21.8%, and Spain’s David Villa 16.9%.
Forlán, whose scores always came when they were needed most, said “With the goals that I scored, I know that I served well and I am satisfied, because it helped us get to where we are now. The people of Uruguay are happy because the team is really good. We know that the people want to see us play like this, because they love soccer.” His performance also shows well for the Athletic Club of Madrid, where he plays professionally.
Coach Óscar Tabárez also recognized Forlán for his performance, saying “There are many people who say that Forlán is the best Uruguayan player they have ever seen.” Forlán was close to winning the Golden Boot for scoring five goals during the World Cup, tying with Germany's Thomas Mueller. . Instead, Mueller won the tiebreaker, due to his three assists to Forlán’s one.
Uruguay now hopes that the 2010 World Cup will open the path for appearances in the near future, instead of waiting 40 years like they did this time.

Tomorrow Uruguay and Germany meet in Port Elizabeth for the consolation match in the 2010 World Cup. Uruguay has made it clear that they plan to defeat favored Germany. Coach Óscar Tabarez said “Our objective has now changed from winning the semi-finals to taking 3rd place. We didn’t win the tournament, but we now have a new objective,
which is to take 3rd place, and we are going to fight hard to win.
For Uruguay, the value of taking 3rd place is huge, because it would be their best finish since winning the World Cup in 1930 and 1950.
Doubts have risen regarding the physical condition of Diego Forlán, their star player, who has problems but may be able to return to the lineup. Captain Diego Lugano, who didn’t play against The Netherlands, is also doubtful due to injuries. Leading scorers Jorge Fucile and Luis Suárez are now available after being disqualified for the game against The Netherlands.
Germany has the best overall record in the World Cup until they lost to Spain, and their last game depends on planning by Coach Joachim Loew. Thomas Mueller is now available after having been disqualified for the Spain match. He is assured a spot on the lineup, along with Miroslav Klose.
