Around 20:30 hours and after several speeches for and against amending the bill, President Rodolfo Nin Novoa, tabled the amendments to the House of Representatives with the following result: 22 votes approved out of 29.
Before arriving this instance and after passing through a recess, the party senator Victor Vaillant spoke. He said that this law was adopted on 13 September 2009, and in these instances of debate on amending the bill, are not about talking out the desirability or otherwise of the law, that discussion was held. After expanding on each of the amendments, Vaillant made his proposal to the chairman of the House.
The party senator's speech was followed by Senator Francisco Gallinal nationalist who expressed to be run over by the ruling and stressed that there was not heard at the time when the Electoral Court enumerated the disadvantages of this bill. Thus on 9 of May, when municipal elections are held across the country, problems of all kinds will arise, said Gallinal.
Finally the voice of the senator and former president of the republic Julio Maria Sanguinetti was heard with a resounding "no" to the support of the amendments to the bill on behalf of the entire Colorado Party. He also spoke in defense of the Electoral Court, understanding that there was not enough time to implement the essentials to ensure an exemplary election.
Both white and red, were angered by the announcement in the last hour for this special meeting held today beginning at 7pm. After the vote, came the announcement that traditional bill passed to the Executive Power for promulgation.
