Governing Private Participation in Cardales Plan

The executive branch issued a decree which regulates the participation of private actors in the Cardales Plan. Now cable operators are enabled to develop the system of triple play.

Applicants must submit a project to stimulate Internet access, landline - with exclusive service of Antel - and television subscribers, in the poorest sectors of the population.

The companies will join the Cardales Plan tax benefits.

The triple play package includes 12 channels at a monthly cost of 300 pesos.

The Uruguayan Press Association, the Uruguayan Society of Actors, the Association of Producers and Filmmakers of Uruguay, the Media and Society Group, the World Association of Community Radio in Uruguay and Bachelor of Science Communication University of the Republic are a good initiative in the plan but oppose Cardales delivery of new licenses to private companies "without adequate compensatory measures and promptly…" and "approval of subsidies and exemptions, which can create a fait accompli that condition strategic decisions to be addressed by the new government and the new Parliament."
