In 1872, the government of Montevideo, attending to the growth of the city, proposed to extend the city, leading to the creation of the Palermo neighborhood, named after the Italian city.
The most well known and exclusive neighborhood of Montevideo got its name from one of the first inhabitants of the city: Salvador Sebastián Carrasco. Carrasco was born in Buenos Aires and was the great uncle of José Gervasio Artigas.
In the early 19th century, a then unnamed creek was used by women to wash the clothes of their clients. The women performed their labor in an area with high and extensive dunes filled with reeds and small holes known as cachimbas.
